Clarity managed the safe transfer of people, property and functions from the two Hampshire CCGs – HSI CCG and Portsmouth CCG to the single, Hampshire & Isle of Wight (HIOW) Integrated Care Board (ICB).

Background

Safe transition of all staff, estates and business functions from the two CCGs to the ICB
Co-ordination of the assurance process to NHS England, through interface with programme workstreams and leads for both CCGs: Governance, HR, Finance, Communications, Digital, and third party services. This required completion of the nationally mandated Readiness to Operate Statement (ROS)checklist and nationally recommended Due Diligence checklists.
Set the agenda, manage papers and all other administration of the monthly Safe Transfer Programme Board, chaired alternately by leadership representatives of both CCGs

Approach

From July 2021 through the final ICB Establishment in July 2022,Clarity was engaged to lead and manage the process as part of a blended team with HSI CCG Programme Management and support resource.

This included:

project managing internal workstreams to ensure that all key deliverables were achieved within given timeframes
risks, issues and dependencies identification and management
co-ordination of the assurance process to NHSE
management of the internal assurance process via the Programme Board

Outcomes

Closedown of CCGs and establishment of the HIOW ICB were achieved to schedule
NHSE assured throughout the process that programme deliverables were running to time, or had sufficient mitigations in place where at risk
Leadership of both CCGs assured throughout the process that the programme was on-track through facilitation of the monthly Safe Transfer Programme Board. Internal audit process was satisfied that the programme was run with sufficient rigour
